Tomislav Novinc (born 29 January 1987) is a Croatian politician and former educator serving as the mayor of Pakrac, a city in the Požeško-slavonska County of Croatia. He assumed office on 23 May 2025 after winning the 2025 local elections as the candidate of the Croatian Democratic Union (HDZ). Novinc is known for his background in primary education, long-term community involvement, and advocacy for youth and veteran issues.[1]

Early life and education

Tomislav Novinc was born on 29 January 1987 in Pakrac, where he also spent his childhood and completed his primary and secondary schooling. After finishing high school in his hometown, he pursued higher education at the Učiteljski fakultet of Petrinja, earning a master's degree in primary education (mag. prim. educ.).[2]

Career

Before entering full-time politics, Novinc worked for many years as a primary school teacher in Pakrac, with his most recent position being in extended day programs. His professional experience in education shaped his perspectives on community development and youth engagement.[3]

Community involvement

In 2013, Novinc became president of the Udruga djece branitelja Domovinskog rata Pakrac-Lipik, a role in which he promoted the dignity of war veterans and supported their families. He also served on the School Board of the Osnovna glazbena škola Pakrac from 2013 onward and was named president of the Management Board of the local kindergarten Dječji vrtić Maslačak in 2022.[3]

Political career

Novinc's political career grew out of his local civic engagement. He became a member of the Croatian Democratic Union (HDZ), and was elected to the City Council of Pakrac for the 2021-2025 term. In March 2025, the local HDZ branch unanimously nominated him as their candidate for mayor in the upcoming mayor elections. [4]

At the 2025 Croatian local elections held on 18 May 2025, Novinc won the mayoral race in the first round, receiving a plurality of votes against his Social Democratic Party (SDP) opponent Zoran Krejči. He officialy succeeded Anamarija Blažević and pledged to serve all citizens of Pakrac with an emphasis on open, inclusive governance.[5]

Mayoral priorities and initiatives

As mayor, Novinc has focused on:

  • Youth and family support - emphasizing investment in children and young people as key to local development.[5]
  • Social programs and community infrastructure - advocating for enhanced cultural, sports, and social services.[5]
  • Continuity of regional projects - overseeing ongoing infrastructure and strategic development projects initiated by the previous administration.[5]
  • Cultural promotion - he has spoken publicly about supporting cultural institutions and community activities, acknowledging projects such as the Spahijski podrum, a major cultural facility in Pakrac.[6]

In his role, Novinc has also represented Pakrac in international town partnerships, such as official visits to Pakrac's friendship municipality of Postřekov in the Czech Republic to strengthen cultural and civic ties.[7]

Personal life

Novinc is married and has three sons. Outside of his professional and political roles, he enjoys spending time with his family and friends, participating in sports, and attending local football and handball matches.[8]
