Not a problem, I don't think it makes sense to merge this topic into postage stamps, since this is a specific topic, as there are many with stamps. I prefer the approach of the German Wikipedia which allows specific stamp topics in its own right. You can delete the draft.

This indicates that a request for deletion is coming from the draft's creator (i.e., you) and will be acted upon within a few hours. Having trouble with making all the content of the page be aligned as right to left, i don't understand if i need to change the page content language (and if so, how?) or what markup to use to create proper alignment from right to left.

The problem you are facing is not knowing how to format the headings of your sections (which is what the Table of Contents is looking for).
