This image is a screenshot from an episode entitled "A Storm in a Teacup" and as used to represent the character "Lennie Godber". The show is copyrighted by the BBC, but the quality and the detail of the image are not disproportionate to the purpose of the image.
The image is also used on the Richard Beckinsale page to illustrate one of his most famous characters.
